There is no single universal checklist
What may be relevant depends on jurisdiction, property type, tenure, occupation, use, installed systems and the responsibilities allocated between parties. Commercial leases can also allocate responsibilities differently.
Evidence is not the same as a conclusion
A certificate may be present but expired, may refer to another address, or may not cover the relevant period. Property Compliance keeps those distinctions visible.
Where software helps
Software can organise records, highlight dates, expose contradictions and support a review workflow. Consequential conclusions and actions remain with the user and, where appropriate, a qualified professional.
